The municipalities of Alba Iulia and Sliven were partners in the ECOS OUVERTURE Program - AQUA Fil Project financed by the European Commission.
The two cities have achieved various cultural exchanges thanks to this partnership.
Sliven twinned with Alba Iulia in 2002.
